The Demise of the 28-Clause Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The sequence of conflicting incidents captured the harsh reality of the current period. By day, political struggles are waged: optimistic declarations are released from multiple capitals. Significant resources is expended on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from Russian territory, a ability provided through up-to-date information. From vantage locations, defense planes that had been dispatched to engage hostile aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, presumably delivered by partner states. Every firing shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: possibly the approaching threat won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.

Ongoing Risks

Following this, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – probably imported technology. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: several casualties, damage and heating outages in many homes as a result of the evening attack. As customarily, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on Western support – a need that regional partners are demonstrably unable to substitute in the near term.

Failed Diplomacy

The detailed framework from US administration provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington functions according to a assumption understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is unfeasible to force Russia to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, American administration does nothing to deter Moscow, through diplomacy or military means, from assuming that the status quo will not shift further in its benefit in the near future.

Conflicting Perspectives

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a entire defensive failure until circumstances change in its advantage.

Current Realities

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: personal goals to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a just a single week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
